Dunno. Can't say it's genetics as all my brothers and nephews have shoes that range in size from 11.5 to 14. But you're right, being 6'5" with size 9.5 (or even 10) is a bit out of the ordinary. They are pretty small and narrow for a guy my size. Makes me a bit clumsy at times.

Well I can't comment on suits because I don't own one and have no reason too. My shoe size is 12-13 depending on the shoe. My feet are completely flat so most times I need something with a wider size and when that fails I go for a 13.

I have tiny feet.

Suit: 38 short
Shoes: 7 or 7.5, depending on the brand and type. Except for my snow boots, which are 8.5

Im a 12, sometimes 13 UK size. Just depends on the make of the shoe.

Shoe size - 11 EEE or 43 or 44 in Birkenstocks.
Suit - haven't purchased one in years, but my 46L still fits fairly well. Pant size 34-32.
